The Government has approved in the G.O. Ms. No: 193, Highways Department the document on Principles and Policy Framework relating to Tamil Nadu Road Sector Project on 10.8.1998. The document describes the principles - as suggested by the World Bank - and approaches to be followed in minimizing and mitigating negative and social impacts caused by the projects. It states that involuntary resettlement is an integral part of project design and should dealt with the earliest stages of project preparation. The action plan will contain and base line socio economic survey of the potentially affected population as well as the institutional and organizational mechanisms required to under take the resettlement program. The Government in G.O. Ms. No: 221, Highways Department, dated 19.12.2000 has approved to form two committees one at the State level and the other at the District Level to monitor resettlement and rehabilitation work. The following forms the committees: State Level Committee ChairPerson - Secretary, Highways Department Member Secretary - Project Director, Tamil Nadu Road Sector Project Members - Secretary, Revenue Department State Level NGOs
District Level Committee ChairPerson - District Collector Member Secretary- Divisional Engineers (H) Members - District Revenue Officer, Deputy Collector, Project Officer of DRDA, District Social Welfare Officer, District Industries Center Manager, Panchayat Council, Non Government Organizations. |

One outsourced Resettlement Officer has been appointed on 19.5.2003 to assist in implementation of RAP. Rehabilitation & Resettlement works are being monitored by the District Revenue Officer at head quarters. |

NGOs have to be appointed to assist the department in implementation of R&R measures. There are 4 NGO packages one each for contract package TNRSP 01 North, 01 South, 02, 03& 04 together. NGOs were short listed and technical & financial proposals were received from short listed NGOs. Fixed Budget Selection is adopted in appointment of four NGOs. Government, in G.O.Ms. No.224/ Highways / dated 7.11.03 have sanctioned Rs. 1,73,19,917 for this purpose. The NGOs have been deployed to assist the Department in implementing the R&R measures approved by the Government. |
