A Strategic Options Study (SOS) was carried out through National Consultant in 1995 and as a result of this 3238 Km of Government Roads (SH, MDR & ODR) in 23 corridors were identified for detailed technical and economic evaluation in an effort to improve these corridors.

The World Bank came forward to render Technical loan Assistance in loan No.4114 IN for project preparation in about 17 States such as Haryana, Andhra Pradesh, Gujarat, Rajasthan, Orissa, West Bengal, Maharashtra, Kerala, Madhya Pradesh, Karnataka, Uttar Pradesh, Punjab and North Eastern States besides Tamilnadu and Pondicherry. The loan agreement amounting to US $ 51.50 Million was signed on January 15, 1997 between the World Bank and Government of India. Of this US $ 5.3 Million has been earmarked for Tamilnadu as T.A. loan.

This comes under IBRD loan that carries nominal interest with long term repayment schedule suitable for developing countries. The Department of Economic Affairs, Ministry of Finance, Government of India is the nodal agency to receive and carry forward the loan to executing agencies in various States.
