Road Safety works
Out of 307 Black Spots identified, the improvements of 17 black spots had been completed by Tamil Nadu Road Sector Project. The remaining 290 Black spots have been taken up by Chief Engineer (General), Highways.
Institutional Development Study (IDS)
Government orders have been issued for Functional
re-organization of staff and the appointment of Director General for Highways Department.
Road Safety Assessment
An Agreement has been signed with M/s. Indian Institute of Technology, Madras, Chennai – 36 on 22.01.2010. The objective of the services is to conduct Road Safety Assessment of the upgraded roads under contract TNRSP 02, 03 & 04 to about 335 km of roads. This scope of the services included reviewing the safety status of the selected roads, Comprehensive Road Safety Assessment of the selected corridors to identify safety related problems, deficiencies, shortcomings in the roads and suggesting remedial measures. The Road Safety Assessment on the road Nagapattinam – Kattumavadi road km 118.6 taken up under contract TNRSP 02 is under progress. The entire work will be completed in the current year.
Road Safety Awareness
Consultancy Services for Road Safety Awareness Programme was Awarded to M/s. Institute of Road Transport, Taramani, Chennai on 06.02.2009 and the work is in good progress. The scope of the work involves preparation of detailed Programme Implementation Plan, Road Safety Awareness programme for three / four wheeler drivers, Road Safety Awareness programme for School children. Creating Road Safety Awareness for General Public through safety Slogans and Measures to avoid rear end collusion with stranded vehicles. All works completed .
Road Accident Data Management System (RADMS)
The Road Accident Data Management System has been developed by International consultants in coordination with Police, Highways and Transport departments as per the G.O. (Ms.) No. 1659, Home (Transport V) dept dated 23.12.2008.
Standard Operating Procedure (SOP) has been approved by the Government in G.O. Ms. No. 187 Highways and Minor Ports (HF2) Department Dated 22.09.09. SOP is being operationalised by Police, Highway and Transport Departments.
The objectives of this service are
- To provide and implement a GIS based computerised software system for accident recording, storage, analysis and dissemination – completed.
- To assist in establishment of a centralised Accident Data Management Cell (ADMC) and set up an acceptable database – completed.
- To conduct training amongst the police, highway engineers and other stake holders and establish an on-going stakeholder driven training program for sustaining the RADMS implementation – completed.
- To provide one year operational support after full rollout of the system in the State – In progress (up to October, 2010)
- At present the RADMS application is functional at STPC office, Chennai.
Road Management System (RMS)
Consultancy Services for Technical assistant to establish Road Management System (RMS) on the core state road network has been offered. Testing of RMS software is completed and RMS software is uploaded in the Tamil Nadu Highways Department Server at
Chief Engineer (General) office.
Geographical Information System (GIS) – Scope of Work
To enhance decision making in road works, the Road Information System (RIS) and Bridge Information System (BIS) is created on the map in GIS platform. The following are the procurements suggested by the World Bank:-
- GIS Software - procurement of software completed.
- Consultancy services for Customization of software - for Request for Proposal issued to consultant.
- Data collection equipment –World Bank’s NOC for Draft Bid Document awaited.
Public Private Partnership (PPP)
To carryout the Techno Economic Feasibility Study for the following roads under PPP scheme, Consultants were engaged and the study has been completed.
- Hogenakkal – Pennagaram – Dharmapuri Road.
- Vridhachalam – Tholudur Road.
- Vridhachalam – Ulundurpet – Villupuram Road.
- Coimbatore Western bypass Road.
- Chennai Outer Ring Road.
Among the two roads, whose Feasibility under PPP scheme was ascertained by the Consultants, the Land Acquisition process for Coimbatore western bypass is being done by Chief Engineer (General), Highways Department and the execution of Chennai Outer Ring Road is being done by Tamil Nadu Road Development Company (TNRDC) as Managing Associate.
. Similar study for following roads has been taken up in this year and it is under process.

Strategic Option Study II
On the basis of Strategic Option Study carried out by the Highways Department in 1995, the World Bank has sanctioned the loan assistance for the Tamil Nadu Road Sector Project. For getting loan assistance from World Bank and other International Funding agencies, Strategic Option Study of candidate roads is essential.
Necessary action is being taken to carry out the Strategic Option Study of all the roads in Tamil Nadu on the Techno & Economic Feasibility basis. Necessary Request for proposal along with Terms of Reference has been sent to the World Bank for getting clearance. On obtaining NOC from World Bank, action will be taken to engage Consultants for the above study as per World Bank guidelines. On the basis of results of Strategic Option Study – II, action will be initiated for getting loan assistance form World Bank and other International Funding agencies.
