		The need to give qualified consultants from eligible Countries an opportunity to compete.
		The interest to encourage development and use of National Consultants in Developing member Countries.
		Transparency in selection process.
		Quality and Cost Based Selection (QCBS) is adopted in selection of consultants.

Associations between Consultants:

Consultants may associate with each other for the long term or for a specific assignment. It may take the form of a Joint Venture or sub consultancy. In case of Joint Venture, all members of the Joint Venture shall sign the contract to become jointly and severally liable for the assignment.
